Job Description

 Town of Falmouth Wastewater Division has a full time immediate opening for a qualified Wastewater Treatment Plant Operator.  Performs responsible and complex duties requiring independent judgment in operating and maintain equipment and facilities.  Ensures all facilities operate in compliance with all federal and state regulatory requirements.  Prepares operational and regulatory reports as required. Monitors system operation through computerized SCADA system and reviews data.  Trouble shoots or repairs equipment as necessary.  Thorough knowledge of principles and practices of wastewater supply, treatment and distribution system operation.  At least 4 years of experience in utility operations, preferably some of which were operating wastewater treatment plants.  Position is subject to call-back; serves on standby or works weekends/holidays as required. Wage currently: $25.32 - $32.27/hr.; the wage range for this position will increase to $29.95-$38.18/hr. in July 2022, subject to Town Meeting approval; benefits apply. Valid Class B Commercial Driver’s license with Air Brake and Tanker Endorsement; possession of valid MA Bd. of Certification of Wastewater Treatment Plant Operators certification, Grade 5 full. 

Job Responsibilities

Works individually and as a member of a team to operate and maintain the wastewater collection, treatment and discharge system. 

Assists the Chief and Assistant Chief Operators in ensuring that the treatment system and related facilities operate within the limits of the groundwater discharge permit.  Adjusts operational parameters in response to laboratory and performance data; consultation with the Chief or Assistant Chief Operator will be required for some adjustments. 

Troubleshoots equipment and system problems.  Uses SCADA system as appropriate to monitor and optimize system performance, in consultation with Chief or Assistant Chief Operator as required.

Clearly and consistently records data regarding system performance, maintenance, inspection and repair.

Willing and able to work as a member of a team.  Works respectfully and productively with others. 


Communicates frequently with Chief Operator and other Operators as appropriate regarding issues such as task status, operating parameters, maintenance issues, any safety issues, etc.   

Is familiar with and complies with all procedures and regulations regarding safety, emergency response, wastewater system operation, permit compliance and task performance.
Performs standard operation, maintenance, inspection and cleaning activities, such as: maintaining mechanical equipment and instruments, performing daily and weekly inspections of plant and lift stations, cleaning tanks and piping, investigating and repairing leaks, collecting samples and performing basic laboratory tests.  Tests and maintains various alarms connected with the utility operation; responds to alarms as necessary.  Inspects and maintains buildings, grounds and facilities.  May perform hand digging and shoveling.

Interacts with septage haulers and sludge haulers to ensure that processes are followed for weighing, unloading, loading and that proper paperwork is in place for each load.

Carries a Department-issued cell phone at all times during the workday and while on standby, and uses it regularly for communication with Chief Operator and other Operators.

Operates vehicles and equipment for snow and ice control work; may plow, sand and de-ice roads, sidewalks, schools, parking areas and other facilities as required.

Observes all safety precautions and regulations.

Recommended Minimum Qualifications

Education and Experience - High school diploma with significant supplemental training in wastewater treatment operations (see license requirement below), and at least 4 years of experience in utility operations, at least some of which are in operation of wastewater treatment plant; or any equivalent combination of education and experience. 
Knowledge - Thorough knowledge of the principles and operating procedures of wastewater collection, treatment and discharge systems.  Knowledge of the operation and maintenance of pumps, motors and measurement devices.  Knowledge of safety precautions for electrical and mechanical machinery operation and chemical handling.  Working knowledge of state and federal pollution control regulations.  Mathematical aptitude.
Ability - Ability to maintain accurate records and upon training to use SCADA system for monitoring and control.  Ability to maintain and repair the machinery and equipment of wastewater treatment operations.  Ability to perform heavy physical labor under adverse conditions. Ability to work well within a group.  Required to use hand and power tools requiring manual dexterity.  Must be able to perform tasks safely according to procedures in confined spaces.  Ability to carry out oral and written instructions.  Must be able to operate a motor vehicle.

Special Requirements -

Possession of a Class 'B' Commercial Driver's License with Air Brake and Tanker Endorsements. Possession of a valid Massachusetts Board of Certification of Wastewater Treatment Plant Operators certification, Grade 5. OSHA-10 Certification.

Additional Information

Distinguishing Characteristics:

Works under the general supervision of the Chief Wastewater Plant Operator, or his/her designee.

Performs responsible duties requiring the use of independent judgment in operating and maintaining the wastewater treatment system.

Occasionally supervises one or more full-time employees, as directed by the Chief Wastewater Plant Operator.

Is subject to callback at all times.  Serves on standby and works weekends and/or holidays as required on a regular basis.

Has some contact with other town employees, and the general public, requiring ordinary courtesy and tact.

Moderate physical effort required performing duties.  Work is performed under shop and field conditions, with some exposure to untreated wastewater, hazardous chemicals, potentially explosive or toxic conditions, electrical hazards, construction sites, and adverse weather conditions.  Works with hand and power tools.  Operates a motor vehicle.  Performs work in confined spaces.  Must be able to serve as a confined space entrant or attendant.

Errors could result in ineffective system operation, damage to equipment, personal injury, injury to co-workers, danger to public health, environmental pollution, regulatory violations, and could have fiscal repercussions.


Special Requirements:

Possession of a Class 'B' Commercial Driver's License with Air Brake and Tanker Endorsements.

Possession of a valid Massachusetts Board of Certification of Wastewater Treatment Plant Operators certification, Grade 5, Full.
